Steps to create a avatar style text:-

1. First of all create ur text using the text tool
2. Now use the blending option (right click on layer in layer pallet)
3. Create a outer glow and inner glow as shown below.

OUTER GLOW SETTINGS:-

INNER GLOW SETTINGS:-

"That's it u have ur text in the avatar style"

Tricks:-

• Choose the right font for this (Be carefull about copyright issues)
• Use some soft brushes and blue colour to keep some dots all over in different sizes
• Use a smaller size brush to keep some white dots in the centre of those blue dots.

Tips:-

• use an apt font (papyrus or herculanum)
• but i suggest u use the following font to avoid copyright problems.
